Something is happening in the underground artistry scene of Jacksonville, Florida spearheaded by The Frugal Civilization. I spoke with the creator (Instagram: @frugalcivilization) and she kept stressing how important it was to give the young creators of Jacksonville, Florida a space to perform, vend, network, or just hang.
